Take a look at
http://www.sql-ledger.com/
This package doesn't do PHP and it might be adequate for you.  It uses a
Postgres backend with DBI and DBD.  There are a few hiccups in
configuration,
but by comparison they are relatively minor.
DBI 1.13 can be installed via RPMs; DBD-Pg rpms on my system weren't
installable
(kept looking for /usr/lib/libpg.so.1; I'm using Postgres 7.0.3-2 from rpms
and
I guess it doesn't accept newer versions of the object.  So I compiled
DBD-Pg-0.95; piece of cake
(if you don't know the story line)
perl Makefile.PL
make
make test
once those are ok, as su
make install

etc.
