VCS Account Request: colinodell

I\'d like to expand the documentation on PHP 7 features and changes. I\'m currently working on both a conference talk and e-book about PHP 7 which has required a ton of research and learning. Throughout this process I\'ve found several topics which are absent from the docs. I\'d like to contribute what I\'ve learned back into the official PHP docs. I\'ve got a fully-working local mirror of the php.net site running, and am able to test/review my changes. My goal is to start with the IntlChar class and then circle back to other topics which are missing official documentation.
