Serving a graphic downloads it instead of displaying it

I'm trying to serve up a jpeg like this:
header("Content-type: image/jpg");
readfile('images/banner-ad.jpg');
It works on other browsers, but on Safari it downloads the graphic like a file, rather than displaying it. What's up with that????
