BTW, you can also create manual.xml from manual.xml.in by hand :-)
1. $ cp manual.xml.in manual.xml
2. Replace some special keywords which is enclosed by @.
@ENCODING@ -> ISO-8859-1
@srcdir@ -> .
@LANGDIR@ -> en
@LANG@ -> en
