ssdeep Licence Exemption

Hi, I got in contact with Jesse to ask for the licence exemption from GPL for the purposes of the ssdeep PECL extension and he sent the email below. Neither of us is really sure how this type of thing works. Is this enough to confirm the exemption and move forward?
