PHP, windows, and php4ts.lib

Of all the binary versions of PHP I downloaded and compiled my extension for, the PHP 4.2.0 version didn't contain a php4ts.lib. I downloaded from several sources and they were all the same. Does anyone know if 4.2.1 extensions are compatible with 4.2.0 or where I can get a php4ts.lib for version 4.2.0?
