We have pretty much taken the position that if a package does not have any sort of installation mechanism, then it is up to users to install these things themselves. I always stick libraries in /usr/local/lib and header files in /usr/local/include. Thus, this approach has made its way into PHP, although the "/usr/local" part is usually configurable.
