The built-in timezone database in PHP 5.1.4 (and earlier versions) does
not match the latest authoritiative database available from
ftp://elsie.nci.nih.gov/pub/tzdata2006g.tar.gz
These timezones are affected:
Failed: Africa/Tunis got
Failed: America/Guatemala got
Failed: America/Managua got
Failed: America/Port-au-Prince got
Failed: America/Tegucigalpa got
Failed: Asia/Colombo got
Failed: Asia/Tehran got

zoneinfo databases installed.
Grab that data from ftp://elsie.nci.nih.gov/pub/tzdata2006g.tar.gz,
and
