Bug #17703: APACHE_INCLUDE does not gets expanded in ./sapi/apache

From: ensonic@sonicpulse.de Operating system: Linux 2.2.16 #1 PHP version: 4.2.1 PHP Bug Type: Compile Failure Bug description: APACHE_INCLUDE does not gets expanded in ./sapi/apache in ./sapi/apache the var $(APACHE_INCLUDE) gets not expanded in EXTRA_INCLUDES = $(APACHE_INCLUDE) the string APACHE_INCLUDE occures in config_vars.mk as well and is defined to nothing there.
