Bug description: php.ini data.timezone invalid
Description:

Win2000 installed in the php.ini data.timezone appears invalid. I set up
for the PRC, but the visit phpinfo () is still timezone=UTC show, I set up
the php.ini is correct and has kept the webserver. I was the IIS webserver
