Please change the value for E_ALL. It is currently 2047 which only
encompasses old errors, not new ones. It occurs to me that you could
change the value to the maximum integer value and it would truly
represent all codes and leave room for expansion.
This shouldn't break existing code since E_ALL is just used for
comparison with flags.

E_ALL
should mean all errors, but it doesn't. This can be fixed.
