Reproduce code:

$s = '&';
echo mb_decode_numericentity($s, array(0, 0x10FFFF, 0, 0xFFFFFF),
'utf-8'). "\n";
$s = '&&&';
echo mb_decode_numericentity($s, array(0, 0x10FFFF, 0, 0xFFFFFF),
'utf-8'). "\n";
Expected result:
----------------
(none)
&& (where is a '&'?)
Actual result:
--------------
&
&&&
