This installation problem was discussed at length on the lists, but the
conclusion is that there must be a
bug somewhere.
The installation is for PHP and Apache on Win98.

The problem seems to be related to the module implementation. When the
LoadModule and AddModule lines are
added to Apache's httpd.conf, the following error message is the
result:
Syntax error on line 194 of c:/program files/apache
group/apache/conf/httpd.conf
Cannot load c:/php/sapi/php4apache.dll into server: <31> A device
attached to the system is not functioning.
