it's not possible to start fastcgi with -d currently (while -c is ok)
./sapi/cgi/php -b 10240 -c /etc/php.ini -d max_execution_time=10
we can copy php.ini and modify it. but it would be nice use -d for
minor cfg change while using same -c php.ini, to start many process
groups of php fastcgi.
