You need to be using at least Apache 2.0.46, upgrading will fix this
problem for you.

While I install PHP4.4.7 as a module in Apache2.0Cget alerted:
apache: module
"c:\\php4build\\snap\\sapi\\apache2handler\\sapi_apache2.c" is no
t compatible with this version of Apache (found 20020329, need
20020903).
Please contact the vendor for the correct version.
The problem is not exist in PHP4.4.6

in cmd mode:
apache.exe -k install
Expected result:

A service will be installed.
Actual result:

ERROR:
