"exception httpd [1960]" - no idea what that might mean.
A backtrace and a full reproduce case (including the tests schemes)
would help.

when change default language for MSSQL account to Russian (old was
English) i get apache exception #1960 while executing mssql query. PHP
install as module, Apache 2.2
Reproduce code:
