This is discussed in the most recent Underground PHP & Oracle Manual in
the section "Configuring the Database for Testing" (page 175 of release
1.4 of the PDF). The better solution is to configure the database to
handle the load by increasing the value of Oracle's init.ora parameter
called "processes".

Connecting quickly to Oracle can cause ORA-12516 (TNS:listener could
not find available handler with matching protocol stack). This happens
for me when running the tests against Oracle XE.
Sleeping for 0.25 seconds before connecting fixes it.
