Bug description: UTF BOM creates problems
Description:

PHP sends UTF BOM to the Browser.
This creates problems eg. when using sessions.
Supressing BOM in source-files is a poor workaround because Editors need
BOM to identify the Coding that is used.

Suggestion:
Identify BOM information ind Source-Files and prevent ist being sent to
the Browser.
