Bug description: display_errors=On doesn't work; =stdout works

Converting to 5.2.5 from a working v4 setup under W2K and Apache 1, I set
display_errors=on as in my v4 .ini, but got no output. Setting it to
=stdout does appear to work. This seems to be a regression.
