It is the 31 March 2008 and with the code shown I am getting bizarre
results.
I am expecting to land into April, but jumping into May instead.
I have worked around the problem, but this smells like a nasty bug.
Reproduce code:

$run_date = time();
echo date( "F d Y", strtotime( "+1 month", $run_date ));
Actual result:
--------------
>"C:\php5.2.4\php" -f "C:\progs\coois_to_excel\coois_to_excel.php"
