You need at least libxml2-2.4.14 for a clean compile.
This is fixed in CVS, so configure checks for that,

After latest CVS update, compiling against installed libxml2-2.4.2
fails with the following:
/projects/compile/php4/ext/domxml/php_domxml.c: In function
`zif_domxml_doc_get_element_by_id':
/projects/compile/php4/ext/domxml/php_domxml.c:2711: warning: passing
arg 2 of `xmlHashScan' from incompatible pointer type
