So after pajoye@php.net falsely flagged
http://bugs.php.net/bug.php?id=44976 as bogus, I
did some checking.

Update (May 6th): The Windows installers were missing the XSL and IMAP
extensions.

Update (May 3rd): The Windows archives were missing the XSL and IMAP
extensions.





I had done a fresh install of 5.2.6 of PHP and it turns out that it is
missing another extension.  It is missing the filter extension.
