PHP Bug Type: PostgreSQL related
Bug description: strtotime() can't handle certain timestamp format
strtotime() simply can't parse the following timeformat:
"2002-06-25 16:56:36.811799+02"
This timeformat is new to PostgreSQL 7.2.1
The History entry reads "Add precision to TIME, TIMESTAMP, and INVERVAL
data types (Thomas)"
