Bug description: XMLReader cannot read urls with https prefix.

XMLReader does not load in data from https urls.
Reproduce code:
---------------
$url = 'https://www.example-url.com';
$xmlReader = new XMLReader();
$xmlReader->open($url);
var_dump($xmlReader);
Expected result:
----------------
bool(true)
Actual result:
--------------
Warning: XMLReader::open() [xmlreader.open]: Unable to open source data
