Bug description: fgetcsv() omits empty fields
Description:

Since PHP5, fgetcsv() omits empty fields instead returning a empty string
as did in PHP4.
Reproduce code:

while(false !== ($l = fgetcsv($h, 1024, '§', '\\')))
{
var_dump($l);
}
