Sorry, I was searching for "magic_quotes" several times before I
submited the bug, but somehow I wasn't able to find the bug #46759.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

I have just upgraded to php 5.2.7 and found that even when magic_quotes
are On in php.ini and phpinfo() reports magic_quotes_gpc to be On, magic
quotes do not work. Since deprecating and removal of magic quotes is
announced from PHP 6, I consider this is a bug rather than a feature.
Also, since get_magic_quotes_gpc() reports 1, it confuses scripts which
handle inputs differently if magic quotes are on.
