You have output_buffering = on in your php.ini. Just turn it off and
you'll get the notices.

Description:
------------
ob_end_clean() is not producing notices as stated by the manual.
This error has been reported before on bug #14226 dated 2 Jan 2002.
Reproduce code:
---------------
<?php
echo 'foo';
ob_end_clean();
echo 'bar';
?>
Expected result:
----------------
If ob_end_clean() would only return false, because we have not created
the buffer, then the expected result would be:
foobar
Actual result:
--------------
bar
