Reproduce code:
---------------
# d:\myfolder\test.php
> mklink /D c:\inetpub\wwwroot\myfolder d:\myfolder

file_exists('c:\inetpub\wwwroot\myfolder\test.php')


Expected result:
----------------
true

Actual result:
--------------
false
