Bug description: converting to ErrorException cuts the "message"
Description:

The exception message of an error that has been converted to an
ErrorException is getting cut so important information is missing,
Reproduce code:

function error_handler($code, $message, $file, $line)
{
throw new ErrorException($message, $code, 0, $file, $line);
}
set_error_handler('error_handler');
function hint(array $foo) {}
try
{
hint(123);
}
catch(Exception $e)
{
echo $e->getMessage();
}
Expected result:

Argument 1 passed to hint() must be an array, integer given, called in
test.php on line 14 and defined in test.php on line 10
