Description:
------------
the PHP command line interpreter appears to ignore the LC_ALL setting.
In order to make it work, it appears to require an explicit call of
setlocale() in a script.
Reproduce code:
---------------
LC_ALL=de_DE.utf8 php -r "print strftime('%B');"
Expected result:
----------------
Juni
Actual result:
--------------
June
