key in array( key => array() )..
Reproduce code:

);
echo http_build_query( $param );
?>
Expected result:
----------------
_COOKIE%5B0%D=&_HEADER%5BUser-Agent%5D=Mozilla...
Actual result:
--------------
_HEADER%5BUser-Agent%5D=Mozilla...
