What are the CVS revisions for both main/network.c and
ext/standard/fsock.c you have?

Always the same problem describe http://bugs.php.net/bug.php?id=8722
modify network.c with
#ifdef PHP_WIN32
#include <windows.h>
#include <winsock.h>
#define O_RDONLY _O_RDONLY
#define EWOULDBLOCK WSAEWOULDBLOCK // Add
#undef errno // Add
#define errno (WSAGetLastError()) // Add
#include "win32/param.h"
#else
...
and fsock.c i remove the line #define EWOULDBLOCK WSAEWOULDBLOCK
and now it's work.
