Phar developers do not want to do compile time configuration of SSL
support but at runtime only.

If you try to build PHP on windows, and don't have the ssl libraries
configure.js will see SSL is missing, but still configure phar to use
ssl. As a result nmake will fail. The expected behavior would be to
configure phar without ssl.
