that's about php in general, not this specific build. Please read the
PHP manual for further information.

So why do the installation instructions in the nts zip file still say
that it can be used with apache?

Apache requires the thread safe version of PHP.

I am trying to install the non thread safe version of PHP (to run as an
apache module with Apache 2.2) as Zend only supply the nts version of
their debugger as of version 5.3. When I unzip the download file I
notice that it does not include a version of the php5apache2_2.dll. If I
try to use the ts version it rejects all the PHP extensions as they were
compiled with the nts option.
