utf8_enc/decode enc/decodes an ISO-8859-1 string to UTF-8 and vice
versa
I think it would be a good improvement to use Windows-1252 instead of
ISO-8859-1
Windows-1252 is a superset of ISO-8859-1, which only adds some glyphs to
unused ISO-8859-1 code point.
Added to the fact that Windows-1252 is a de facto world wide standard,
that HTML5 is standardizing on UTF-8/Windows-1252 "even if ISO-8859-1 it
stated in the document".
That would also fix a lot of scripts on the web, where we see some <92>
"characters" instead of â (opening single quote, or apostrophe) for
example
