There is no libmysql.dll in 5.3 as we don't use it anymore.

It seems to be the best and only coherent answer to the problem.
Had the same problem with PHP 5.3.2
After wasting Days, ended up going with 5.2.13
Now have everything working!

About the last comment, it is unrelated to this bug. Also I cannot find
"libmysql" references in INSTALL (install.txt), in 5.3+.

Specifically, it still says:
PHP 5+
(snip) Also, PHP needs access to the MySQL client library. A file named
libmysql.dll is included in the Windows PHP distribution and in order
for PHP to talk to MySQL this file needs to be available to the Windows
systems PATH. (/snip).
The windows builds install.txt also document this, but are out dated
