Bug description:Wrong NumberFormatter::SPELLOUT for Russian language

$fmt = new NumberFormatter("ru", NumberFormatter::SPELLOUT);
echo $fmt->format(1984);
?>
As a result we get "ÑÑÑÑÑа девÑÑÑ ÑÑо
воÑемÑдеÑÑÑ
ÑеÑÑÑе" which is incorrect. Should be "ÑÑÑÑÑа
девÑÑÑÑÐ¾Ñ Ð²Ð¾ÑемÑдеÑÑÑ
ÑеÑÑÑе".
Test script:

Expected result:
