Bug description:Problem of using filter_var() on a specific link
Description:

There is a type of link that would always return false when checking if it
is a valid link, a link such as:
http://img8.warez-bb.org/images/wbb_logo_v2.jpg
So that type of link (provided above) will always return false.
Test script:

if(filter_var('http://img8.warez-bb.org/images/wbb_logo_v2.jpg',
FILTER_VALIDATE_URL))

echo 'valid';
