It gives ź as exepected. Even with the "no double encoding" arg
it wouldn't make sense to transform the entity.

But function htmlentities($value,ENT_COMPAT,'UTF-8')
returns 'ƒ' instead Latin Small Letter Z With Acute (Small Z Acute)
