Support for such is available using this extension:
http://pecl.php.net/package/scream
And Xdebug also has such option nowadays. (http://xdebug.org)

Hey guys,
What I'd like is some sort of config variable to temporarily disable the
Error Control Operator (@foo()).
It would be great to be able to pop a flag in an htaccess (which I can
leave out of the cvs tree) and get error messages for
development/debugging.
