Bug description: Additional parameter for crc32
Today I have faced problems in interoperability with Java. To check that
some document is not updated I use crc32() in PHP, and my coleague some
crc transformation in Java. When I get below zero result he passes me
number above 2^31. Using dechex() is workaround because he has to pass me
Hex value of the crc32 and I to check them as strings. Is there any chance
for second parameter RETURN_FLOAT=FALSE - to have no problems like this
with the overflow of the signed ints.
This will change the return type to mixed.
