I got same error:
To reproduce just type
php --version
on command prompt
Zend Server CE 5.0.4 (+ SVN)
Apache/2.2.16 (Win32) SVN/1.6.15 DAV/2 mod_ssl/2.2.16 OpenSSL/0.9.8o
PHP 5.2.14.14
Windows 7 Home Premium ver 6.1.7600

I ran into this problem, and a google search revealed complaints about
this dating back to 2007 running on Windows Vista. It also seems to
have been seen on Windows 7, and equivalent versions of Windows Server.
I saw it in an old version of MS4W, using PHP 5.1.4. I upgraded to the
latest MS4W, which uses PHP 5.2.6, and was disappointed to find that the
bug was still there.
But when I search php.net, this ignored bug report from 10 months ago is
the only mention I find.
