After talking with Rob, we removed LIBXML_RECOVER again. People don't
like seeing 
that wildly used, there were and are always a lot of discussions, if
that's a good 
thing at all. So we just remove the constant again for now.

I'll attach the new patch. If noone complains, I will commit it soon
