The function strtoupper is bugging in convert portuguese characters to
upper.


Test script:

echo strtoupper('educação');  // prints corretely is 'EDUCAÇÃO', but
print 'EDUCAçãO'
?>

Expected result:

EDUCAÇÃO

Actual result:
