Still exists as of php-5.3.6(compiling on centos 5.6).

Well. During make install php checks all pear packages that have been
installed before and it checks their versions in particular. Shouldn't
it be discovered that the package with PHP_Archive or Archive.php class
file is outdated and should be replaced?
Otherwise, this bug

"Build complete" <-- there's no compile failure.
There is also no error. phar.phar still exists and works. If you have
PEAR already installed, and have installed the PHP_Archive package,
phar.phar will also work in the absence of the phar extension, but this
is an extra feature.
No bug here.

phar.inc
Build complete.
Don't forget to run 'make test'.
