Bug description:PHP doesn't use PHPIniDir in httpd.conf

Description:

PHPIniDir specifies C:\Program Files\PHP\.  phpinfo reveals that it only
looks in 
C:\WINDOWS.  Specifying it in the registry key causes Apache to blow up on

restart.
