documentation

AFAIK, there is not (yet) a version 4.3. Is "since" the appropriate
word here?
The CLI SAPI was released for the first time with PHP
4.2.0, but was still experimental back then ...
...Since PHP 4.3.0 the CLI SAPI is no longer experimental
It seems inappropriate for the manual to refer to as-yet-unreleased
version numbers as if they were in popular use and available.
