I was able to reproduce this on Windows 2000 if I use the local FTP server. It's the same with Red Hat 7.1. If I use the local FTP server it doesn't work, if I use an non-local FTP server it works. It took exactly 1 min 30 (seemed to me like 5 mins) with the local proftpd server. There is no problem with small files (15KB).
