Bug description:--with-pear=PATH; PATH has no effect

Description:

When trying to compile PHP 5.3.8 from source on Fedora 15, specifying the
target directory for PEAR seems to have no effect; the value is ignored and
the default is used instead.

Test script:

--build=x86_64-unknown-linux-gnu --program-prefix= --prefix=/usr
--exec-prefix=/usr --bindir=/usr/bin --sbindir=/usr/sbin --sysconfdir=/etc

--libexecdir=/usr/libexec --localstatedir=/var --sharedstatedir=/var/lib

--with-config-file-scan-dir=/etc/php.ini.d --with-pear=/var/lib/php/pear

Expected result:
