Bug description:  ftp_nlist returns nothing

This was reported earlier (Bug #16057), but has been closed unresolved. I
have the lastest build of PHP (4.2.2) running on a Windows environment
(IIS 5) and cannot return an ftp list. 

Any advice or help on this would be much appreciated.
